I think, the best way to solve this problem is to make workspaces dynamic and not dynamic. For example, you'll add few workspaces and you name them "Mail", "Work", "Games", "Music and Video". Then you'll restart your PC and workspaces stays as they were! Also it should have a functionality to automatically run user-defined applications in user-defined workspaces.

Also the look of workspace switcher is bit ugly. It really needs redesign. I think it could look as on the picture in th attachment.

Yeah I also thought that the dynamic workspaces of the gnome shell are very handy. To combine this with static is a great idea. But this isn't really needy, cause for example when I listen to music: I open panshe hit the play button and close banshee again. Same for mail. And the other things like video, web or work have only two options you use them currently or you don't use them. There's no need for a permanent open window. Normally they aren't more than 3 windows: internet (to look things up), a document or something like this and very rare you use a third app for example a presentation. And for this combinations the most powerful is one on the left and the other on the right.
