That would be one way of solving the problem.

Better, though, would be a solution that didn't require text at all.

The current bubble appearance makes them look very solid, so it's not
surprising that people try to click them. (In comparison, the Dash is
much more transparent, and is clickable.)

So, we could change the bubbles to an appearance that doesn't look
clickable. For example, a fluffy cloud, that evaporates when you
approach it. Or a fabric curtain that draws back. Or a rubber balloon
that bobs out of the way.
