When I said "always out" I mean "always show". So yes, when the
launcher is "always shown" the mouse slows to a crawl when traversing
the launcher.

I have not. I'm not inclined to accept that as a "solution" to the out
of box experience.

I'm only focussing on the "always shown" behaviour of the launcher,
not auto hide.
