Emacs, Inkscape, Blender. Probably many more in the set of applications with a huge amount of commands.
Keyboard shortcuts (and ideally any input "gesture") should be handled by a central service. Where applications register there commands and the service maps identical and very similar commands to single gestures.
Considering the technical and even more the political obstacles to such a solution, having an online database of shortcuts would be a move in the right direction. It should be a tool to harmonize existing shortcuts and to better plan the use of new ones.
