Wouldn't it be possible to make some exceptions for applications which

Emacs, Inkscape, Blender. Probably many more in the set of
applications with a huge amount of commands.

Keyboard shortcuts (and ideally any input "gesture") should be handled
by a central service. Where applications register there commands and
the service maps identical and very similar commands to single gestures.

Considering the technical and even more the political obstacles to
such a solution, having an online database of shortcuts would be a
move in the right direction. It should be a tool to harmonize existing
shortcuts and to better plan the use of new ones.

I don't get the issue, the HUD is only displayed if you do a brief taping on alt, i don't know of any application that use such a brief tap on alt, softwares always use this key in combination with another key, any press longer than half a second if ignored, any taping in combination with another key too, so i don't see any conflict with any app there. For example, i can do alt-l (lower word) and alt-u (upper word) in a terminal without any issue.
