I wish LIM was in maximized AND unmaximized windows. It's consistency.

when the windows are in maximized state, the windows
controls(close/maximze/minimize) are absent. when we hover over the top
panel(which change to the title bar), the windows controls and global menu
appear. Certainly the behaviour of titlebar in maximized and unmaximized
are different. if the global menu is insisted, then LIM can be implemented
as dynamic.
However in my mind, for all things to be consistent. the windows controls
should be present in both states, and the launcher be extended from the top
and bottom. Once the above seems feasible, then LIM is present in both
states and the global menu is set off(by option as wished). The windows
control button be 5-6 mm from the top right corner, as it may solve the
possibility of mistake of invoking the dash button while the window are in
the maximized state. LIM icon be 3-4 mm from the windows control buttons
and triggered by hovering.
However the top panel is left to ponder. If the launcher is set to
autohide. there would be extra behaviour for top panel to slide, which i
dont like to happen. Another approach is the use of winged panel. the title
bar of the maximized window to be blended with the winged panel
