I think the pinning should stay on the launcher but allow creation of
folders much like OS X, as mentioned before and Android.

Dragging one application onto another in the launcher would create a folder.
Users should also be able to drag more applications from the dash into
that folder.

On my Android phone, my home screen is made of of folders sorted into
categories, rather than individual apps and it works much better like
that for me.

    I am a huge fan of pinning icons to the launcher, so I have a lot
    of them. Sometimes, it is hard to get to them quickly though. The
    benefit users would get from pinning to the Dash is that users
    could pin a lot of icons to the Dash, and quickly find them while
    inside Dash.

I agree, I do like the idea of the folders like in OS X.
