Yes, the NEWS file mentions that fact.

But, as I mentioned in vm.info, the whole thing is obsolete now.  You
should be using the visual-line-mode of Emacs23.

Bug description:
when set to this value, filling is done for a width that's some 10 characters larger than the actual window width, instead of a few characters shorter.
