[Bug 816548] [NEW] Ambiguous use of Qt and Boost

There is a lack of definition in which situations use Boost and in which Qt. The latter case is more severe because this library doesn't integrate with standard C++ language.
Implementation design needs a notion of where to use such libraries and what operations are supposed to do with them.
