No, that is not bzr version. I would think your are being firewalled,
try with ssh:

$ ssh chenjs923@xxxxxxxxxxxxxxxxxxxx

You should get something like this if you CAN connect via ssh:

No shells on this server.
Connection to bazaar.launchpad.net closed.
