If sigma1 refers to a diagonal component (of a xx, xy, xz, ... matrix) whose you're already controlling strain rate, I think it would be physically impossible (not possible to impose both stress and strain on the same axis).
Unless you're OK not working with a constant *rate* and agree to adapt it (as suggested by Jan) ?
