[Bug 1272206] [NEW] Using Horizon in Havana without Neutron fails

 

Public bug reported:

I followed the http://docs.openstack.org/havana/install-
guide/install/apt/ and installed OpenStack on a single machine on a
fresh Ubuntu 12.04.3 with the cloud repo enabled.

I went with neutron-network and did not install Neutron or configure it
(aka did not add Neutron to the keystone catalog). Instance starting /
stopping / creation / etc worked from command line, but I was not able
to log into Horizon. The Apache error log pointed to Horizon requiring
Neutron. After playing with the local_settings.py I found (with the help
of the Mailinglist ;) ) that commenting in "OPENSTACK_NEUTRON_NETWORK"
and set "enable_lb" to False solved the issue. jpichon requested to open
a bug here.
