Public bug reported:

VM stucks in 'RESIZE' if nova-scheduler failed.

And the status would not be recovered even if 'nova-scheduler' was restarted.
You'd have to execute 'reset-state' manually to recover.

We need to detach this situation on API layer, and rollback the vm state
to ACTIVE.
