[Bug 1277108] [NEW] Quota fields differ between Update Default Quotas dialog and Quota tab of Create Project dialog in the portal

Public bug reported:

The list of values for which quotas may be set differs between the
"Update Default Quotas dialog" (Admin --> Defaults) and the Quota tab of
the "Create Project" dialog (Admin --> Projects --> Create project) in
the Horizon portal. Fields "Injected File Path Bytes" and "Key Pairs"
appear only in the Update Default Quotas dialog. Fields "Security
Groups", "Security Group Rules", "Floating IPs", "Networks", "Ports",
"Routers", and "Subnets" appear only in the Quota tab of Create Project.
I believe these lists should be the same, or possibly the Create Project
list should be a subset of the Update Default Quotas list.

** Affects: horizon
     Importance: Undecided
         Status: New
