Public bug reported:

1.create a network,subnet,a dvr,attach subnet to dvr
2.boot a vm ,router namespace will be created
3.now set router gateway with disable-snat 
4.snat namespace is created with sg ports 

snat namespace should not be created as we have disabled snat for this
router.
