  'qg' interface associates with 'br-int' inetead of 'br-ext' when
  multiple external networks are created

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  This is with respect to Change Id260a239: L3 Agent can handle many
  external networks. (https://review.openstack.org/#/c/59359/)

  After this fix was introduced L3 Agent could handle the multiple
  external networks but the 'qg' interfaces were getting created under
  br-int instead of br-ext.
