[Bug 1376384] [NEW] instance stuck in hard_reboot

 

Public bug reported:

I have an instance (on rackspace public cloud), that was wedged so I
tried a reboot and then a hard reboot.  I later found out the machine my
instance was on had somes issues and was subsequently  rebooted. Now as
a regular user I have an instance in

Status:   HARD_REBOOT 
Task State: rebooting_hard 
Power State: Running  


And I cannot try another hard reboot due to https://review.openstack.org/#/c/28603/ and I connot reset the state since I am not an admin user. How do I fix my server without requiring customer service to do it for me?

I think a hard reboot should always be allowed no matter what, so I have
a way of resetting my server if it gets in any sort of bad state.
