[Bug 1382914] [NEW] Trove Database Resize Volume Should Not Be Allowed If State is Shutdown

 

Public bug reported:

the resize volume action should not be shown if the status of the
database instance is shutdown. the shutdown state is only possible if
(1) the admin has mgmt-stop'd it (2) the last datastore status check
failed or (3) if it's in the middle of being deleted or retarted. as you
can imagine, initiating a resize during any of these scenarios does not
make sense.
