[Bug 1465284] [NEW] floating ips use incorrect gateway

 

Public bug reported:

When one uses distinct gateways for each subnet, the gateway information
for the floating ips is not configured. Instead, the floating ips use
the gateway configured for the router gateway's subnet. I'd expect some
sort of source-routing when the gateway for the router gateway's subnet
does not match the gateway for the floating ip subnet.

We're seeing this on icehouse, although the source code suggests this is
still true in trunk for legacy routers and ha routers.
