Public bug reported:

The nova section of the project-config defines a list of irrelevant-
files for the neutron-grenade job execution [1]. The neutron-grenade
original definition in the neutron repo defines a different list of
irrelevant-files [2]. Job redefinition does not allow overriding the
irrelevant-files in the new job. This means that the neutron-grenade job
now triggered on patches only changing irrelevant-files (like
nova/tests/...) in nova. See an example in [3] where an irrelevant-file
only change actually triggered neutron-grenade.
