But you are right, it would be a non-intuitive behaviour of zim.
Workaround could be to use two or more spaces in front of a question
mark which is to be counted.
This questionmark should be made optional and disabled by default. Only
if you know how to use it, it should be used.

How about the spanish "¿" ? Are there any syntax in spanish that would
use a ¿ after a ! ? Or maybe even better "¡" (inverted priority sounds
logical) - if that doesn't collide with any spanish syntax? eg:
TODO Don't make the world a better place to live !!!¡¡¡¡¡¡¡¡
