The Task List plugin controls that. Its configuration offers you the
option to show the tasklist button in the headerbar and also the
option to show the tasklist in a sidepane (the side for which you can
choose).
I have mine configured to show the tasklist button in the headerbar.
When I click that button, any unticked tasks show up in the list.
