It's great idea. Yes, banner is not good option. I think watermark or simple background for category is better idea. 
Breadcrumbs is nice for control panel :)

Current Control Center is too big, too "fat", to many icons in it. 
Maybe merging some applets (for example Keyboard, Mouse and Shortcuts) in the future?

- The toolbar contains 'back' and 'forward' button, breadcrumbs and

- The banner (large rectangle) under the toolbar acts like "Featured" in
Ubuntu Software Center but with description.
- Under the banner is categories button.
