Yes, this seems to be Ubuntu-specific so at best should be in the Ubuntu
packaging.
However, even there I'm not certain if it is applicable in the case of
gtg. It seems geared for situations where there is a separate group
providing support for the older Ubuntu versions of packages, aside from
upstream. In gtg's case, there isn't such a firm boundary; us Ubuntu
guys are heavily involved upstream, and upstream guys have been quite
attentive to supporting the gtg packages included in Ubuntu and in the
PPAs.
So I think this bug should either be retargeted to gtg (Ubuntu), or maybe
respectfully closed as WONTFIX.

Bug description:
Here is a suggestion to use the Launchpad integration library (LPI) or a similar method to show additional entries in the Help menu, so that potential contributors can be directed to translating the application, reporting bugs and getting online help.

Note the notice on this method only working with Ubuntu source packages in main. This means that the LPI cannot be used directly on projects. For an example of a project using a similar aproach, see the upstream gwibber project at https://code.launchpad.net/gwibber
