[Bug 968561] [NEW] WL: PHP 5.4 for EL5

Public bug reported:

DESCRIPTION: PHP is a widely-used general-purpose scripting language
that is especially suited for Web development and can be embedded into
HTML.

REASON: Some of the key new features include: traits, a shortened array
syntax, a built-in webserver for testing purposes and more. PHP 5.4.0
significantly improves performance, memory footprint and fixes over 100
bugs. It also removes the "EXPERIMENTAL" flag from PHP-FPM, making it
"STABLE" now.

CAVEAT: Currently it's not possible to compile PHP 5.4 on EL5 due to
sqlite3 dependency. PHP 5.4 requires 3.3.9 and EL5 uses 3.3.6. It
requires creating a new sqlite3 package to satisfy this dependency.

** Affects: ius
     Importance: Undecided
         Status: New
