[Bug 1289748] [NEW] Battery information all zeros (charge level, capacity, design capacity, voltage, all 0)

Public bug reported:

The battery level in Xubuntu's panel constantly shows as 0% on this
brand-new laptop, with either of the two batteries supplied with the
machine. The batteries are holding charge, and an LED on the machine
correctly indicates charging/charged (orange/green). On right-click ->
Power Information -> Battery, zeros are shown for "Energy full design",
"Energy full", "Energy empty" and "Voltage". The numerical entries at
/sys/class/power_supply/BAT0 are also all 0.

Information from ubuntu-bug is hopefully attached; I also attach the
output of acpidump.

Adding the boot option acpi_osi=Linux (confirmed as appearing in
/proc/cmdline) has not helped.
