vcpkg can use pkg-config for building its own libraries.
However vcpkg will not share it outside of itself, meaning kicad has noability to use it easily

When making ngspice with MSVC, and if building KiCad wants to usepkg-config with ngspice.pc, how to create ngspice.pc from ngspice.pc.inin the MSVC environment?
