I agree that we do need a better answer than "let's put up a warning".
I think the one I mentioned (i.e. engaging community to translate bug
reports back to English) would be a nice way to give even more people an
opportunity to contribute and get involved (i.e. the quality of bug
report translation doesn't have to be as high as regular UI
translation).

FWIW, I'd say the natural "next" target after Answers is Translations,
then Registry, and only then other apps like Code, Soyuz and Bugs.  And
the point we start translating Registry, we'd have to come up with a
good solution to this problem, so I wouldn't stress too much about
getting bug comments in a different language (we already do to a small
extent).
