My impression has been that it was there as a first line of defence against duplicates, sort of a dynamic FAQ for bugs: “where you going to report one of these?”
In theory our duplicate-finding logic should obviate that. In practice we don't always get the search results. Even when we do, we may not be searching with the right terms. Having one or two top candidates laid out in front of you before you even start typing could conceivably be useful.
