ec2 scripts moving to lp-dev-utils

Hi all,
The ec2 script doesn't need to be part of the Launchpad tree. It
doesn't use Launchpad code, and it depends bzr-pqm, which is a plugin
that Launchpad doesn't provide. It's also not necessary for
developing Launchpad (though I believe I'm the only one not using it
on a regular basis).
Therefore, I'm moving it to lp-dev-tools. It is, after all, a tool
for Launchpad developers. This deletes ~6000 lines from the launchpad
tree.
I've landed it in lp-dev-tools already, but I won't delete it from the
Launchpad tree until we've made it easy to switch. If you want to be
an early adopter, you'll need the latest bzr-pqm (r88), which you can
get via "bzr branch lp:bzr-pqm ~/.bazaar/plugins/pqm". You'll also
need the "python-tz" package, which you can apt-get install.
