I think that it wouldn't harm the translators to look into the mailing list once in a while... It'd be really cool, if there were a way to subscribe to the translations of your favorite programs and if one could be informed of new releases somehow... Like, if the pot file changes to get an automated message about it... Should be possible, or is there something more complicated about it?

No. There is no such possibility in Rosetta (Launchpad translation module). Rosetta is unmaintained so this will not be implemented in the near future.

Just a few comments from my experience:

1. Most of Launchpad Translators Team members never subscribe to this list.
2. Three days or something less than a week is almost an average term of
participation in the project for an average LP Translators member
(calculation is based on the data about Ukrainian team members).
3. LP lacks any notification system about changes in your favorite
projects. There is no way to configure a mail notification like it is on
Transifex or Pootle.
