It's a fair bit more difficult than it sounds at first, because this implies unpacking the source package, prepending a new entry to debian/changelog, and repacking a new source package. Though, implementing that would probably be enough to allow the Ubuntu official backporters to do their work with less intervention required from the archive admins, so it might be a worthwhile feature.
