Right, that is indeed a problem for the model I'm suggesting. Perhaps
for some projects we can be opportunistic about things, but it seems
that for the big ones (i.e. card-sized) we need to be careful about
resourcing or else it doesn't get done.

They can still go into the resource list, right? The TSC can then know
when they are getting more than they are paying for <wink>
