We didn't have the problem until I realized we also need the gnome
language packs. Until this, all languages packs was added because we had
the space.

Ubuntu have a very few numbers of language packs in CD. If you look at
http://bazaar.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/ubuntu.natty/view/head:/live
There are 5 for amd64, 9 in i386.
