I suppose one can argue that a system should be designed so that it works if everyone is always selfish, but positing that as the preferred/proper action in human relations (an un-examined Ayn Rand truism) is what makes the world suck. People certainly aren’t always selfish and the fact that shame/guilt work is ironic proof of that.
