I've updated the draft again. A more detailed outline of the
submission process is present, but it definitely needs some more work
and cleaning up (which I'll be taking care of tomorrow)

I was hoping we could discuss the submission process. In the current
draft we rely on a folder system, which can work, but I believe a
branching system would work best. A drafts rejected, and approved
branch would allow for immediate merging of certain ORC drafts. For
instance, the current draft would be pulled into the ooc draft branch.
Upon it's approval a merge with the approved branch would occur. (Or
rejected). Of course if the Author would like to withdraw the Draft,
it would only require it's removal from the draft branch, and not the
entire master branch =)
