I have had a look at some of the NUTS 3 districts.

I find it difficult to envisage much practical use for such large 
subdivisions - far too large for any reasonable geographical or 
economical/statistical purposes.

As such they are a distraction.

Postcodes are probably a better starting point - whilst some countries, 
such as Ireland, do not currently have postcodes, they are scheduled to 
be introduced in the near future.

In some countries postcodes are of limited use but in others, such as 
the UK, they provide very high 'resolution', down to the specific 
building in some cases and in almost all cases down to the road.

My gut feeling is that NUTS will drive us nuts
