If I understand the muxless model correctly you can't disable the Intel card because that's where all the monitors attach.
So you need the Intel card to drive the monitors but you need to send any rendering requests to the ATI card. That split is the problem because right now xserver will send the rendering requests to the same card that the monitor is attached to so unless the ATI driver has some ability to tunnel the rendering requests coming for the Intel card to the ATI card then it's not going to work.
When I was playing with the fglrx driver it was smart enough to see that it's a hybrid system and it was loading the intel drivers before it would attempt to load the ATI drivers even if my xorg did not reference the intel card. I'm hoping this means that the driver is aware and can talk to the intel card as well but that's a bit of a stretch.
If you have the time and desire you can give the new ATI drivers a try, setup your xorg file to only point to the ati card on bus 22:00 and do not setup a device for the Intel card. See if that still complains about PowerExpress not supported on A+I systems.
