I am not sure. Because in Windows i can configure the external card in two modes:
- used to control more displays, which are connect on the pmd (not muxless?)
- used to accelerate to notebook-display (muxless?)

So i think, that there are both way possible.

If you have the time and desire you can give the new ATI drivers a try, setup your xorg file to only point to the ati card on bus 22:00 and do not setup a device for the Intel card. See if that still complains about PowerExpress not supported on A+I systems.
I tried that. Didn't work, because the fglrx driver recognise that there is a intel driver already loaded. Even it isn't setuped in xorg.conf
