I can remind you that, for Kino at least, I had to edit the permissions on /dev/raw1394 to allow me write access, although there are security implications to allowing unprivileged users that possibility, which is, I believe, why it isn't enabled by default.
You're quite right that you can have this happen by default by tweaking the udev config, but I'm afraid I can't provide any more detail on the specific magic incantation required without a fair bit of digging around. If no answer is forthcoming by the time I settle down this evening, I'll be more than happy to dig further.
