[Bug 1080374] [NEW] [Encyclopedia] Add configuration option to decide whether to respond with factoids by Botname: prefixed messages

This is a feature request.
Currently, when using Supybot with Encyclopedia, if you do "Botname:
something", if something is a command for the bot but not a factoid the
system still processes it as if its a factoid, as well as processing it
as a command. I'd like to see a configurable option to enable/disable
botname-prefixed responders within the Encyclopedia plugin, similar to
how Supybot core has such an option for command processing.
