I've added some additional information to the Bug Control wiki page
regarding the application process - in particular waiving the
requirement for upstream developers / triagers to provide us with a list
of bugs that they have triaged.  This was based on a conversation I had
with Jorge Castro today.

Additionally, I took the opportunity to update the page since it didn't
look like I'd done it a fair bit.  Please let me know what you think!
