Short answer for both: Yes you can. :-)
Longer answers:
1. The translation of the manual is organized by the local communities
in the corresponding countries. Some of these people are also in this
team here (me for example for the German version), but not all of the
translators and local editors are active in this team here. So you
should contact your local community to get information about the
translation of your language.
2. To compile your language, you have to setup TexLive. Follow the
instructions on [1]. Then you should be able to run
$ make mylang
or
$ make ubuntu-manual-pt_BR.pdf
in the directory of the current branch.
