You might want to have a look at http://loco.ubuntu.com and check out
which LoCo (local community) teams are in the region you're setting out
for. I'm sure if you get in touch with the local team (on their mailing
list or in their IRC channel), they'll appreciate your good work in the
country and try to help out.

Did you file bug reports for that? This sounds like a serious problem.
