That's good for the overall system itself and core apps perhaps, which
are hosted on Launchpad. But everything in the app store does not use
Launchpad, and we don't require developers to use Launchpad for bugs,
code, or anything else, to have their app in the store.

I disagree and think the magic "try to catch duplicates" feature is
broken and adds complexity to the problem. I always turn it off for all
my projects, because it's far more useful for me to sort the bug reports
myself, than to rely on random users who don't know the code at all, to
guess whether their bug is the same as another, simply because the have
similar symptoms.
