The most important file is
https://bazaar.launchpad.net/~phablet-team/ubuntu-keyboard/trunk/view/head:/plugins/en/qml/Keyboard_en.qml
(this one for English).
I suggest that you click to download that file, then rename into
"Keyboard_ko.qml".
Then, edit the file and change accordingly.

For example, the original line (for English character 'e')

            CharKey { label: "e"; shifted: "E"; extended: ["3", "è",
"é", "ê", "ë", "€"]; extendedShifted: ["3", "È","É", "Ê", "Ë", "€"] }

should change into something like

            CharKey { label: "*ㄷ*"; shifted: "ㄸ"; }

Once you do that, then it's possible to apply by hand the layout into your
phone or the emulator, then try to see if it actually works.
Once it works, you can do the rest of the steps to produce a complete
layout.
If you can make Keyboard_ko.qml, then the rest can follow.
