If you are developing on the desktop you must install the
ubuntu-system-settings-online-accounts package. This will work on Ubuntu
14.10 or later only.

Note, however, that developing directly on the unity7 desktop is not
really supported; you'll likely end up finding more missing pieces or
half-working parts (for instance, I don't think that the ContentHub
works on the desktop).

It's recommended that you develop in a click chroot and run the app in
either the real device or in the emulator. Using the UbuntuSDK should
make all of this much easier.
