it is usually the foreground app ... ;)
the system promises the one app in the FG all resources over all other
apps. system and low level services use a different oom score than apps
so they cant be killed ...
you can indeed use "top" in the terminal-app or via adb or ssh to verify
which app consumes the most RAM ...
