You are kidding me.

No need due to Latin-based language in use? Latin and Cyrillic alphabets
(Russian uses it) are very different. Have no idea how it goes on classic
UNIX-systems, but on UNIX-like system flavors (FreeBSD, Debian, and other
Linux-es I worked with, even DR-DOS/MS-DOS and Windows)
internationalization and localization are possible for ages, and one of the
aspects is ability to input text in different languages without too much
hassle. Thus support for multiple keyboard layouts (even multiple per
language, e.g. mimicking certain devices, like type-writers) while having
one physical keyboard and switching between them on the fly.
