I received an update today from a user in Finland who is having the same
issue, but I'm not aware of proper bug protocol.

Is there any information or testing that I can provide that can help? It
appears that the "bug" is affecting a user in Finland as well. I can only
test in the US right now, but I do have three active SIM cards from three
different US carriers that I can use for testing. My concern is that people
would buy the Pro5 and not even be able to dial 911 in an emergency. If it
is a carrier issue, I would like to prove that for you so we can make
people in the US aware that they should only buy the Pro5 and the rumored
Pro6 if they are fully aware that is can only be used as a WiFi-only device
for strictly development purposes.
